City Manager


Me. Zingisa Tindleni started her career in the public sector on the commencement of the new democratic dispensation. She was employed as an Environmental Health Practitioner at the then Virginia Transitional Local Council. She spent a good 25 years (1995-2020) at the municipality where she gained a great deal of work and life experience.

In the year 2000, Me. Tindleni joined the Matjhabeng Local Municipality in the capacity as a Senior Environmental Health Practitioner and thereafter joined the Lejweleputswa District Municipality as a result of the devolution process. Here she spent a good 5 years in the same capacity. In 2009, she was appointed as the first Manager responsible for Municipal and Environmental Health Services for the Xhariep District Municipality (XDM). At this municipality, she was solely responsible for the successful devolution of Environmental Health Services from local Municipalities to the XDM.  In March 2013, she was appointed to the position as the Director: Community Services at the Tswelopele Local Municipality, the position she held until 2017.

In 2017 she Joined Matjhabeng local Municipality as a Executive Director : Community Services and Law Enforcement. On 15 January 2020, the Council of Matjhabeng appointed her as an Acting Municipal Manager until her permanent appointment as Municipal Manager 0n 25th August 2020

Zingisa has an abundance of experience in the local sphere of government. An example of her investment in providing effective Environmental Health Services and the promotion of the profession, she was elected to the position as the Chairperson of the South African Institute for Environmental Health (SAIEH), responsible for the Free State Province. As per the Constitution of the SAIEH, she was therefore a member of the National Executive Committee and served for the period 2009 – 2013.

Zingisa resigned from the SAIEH to join a group of other professionals who then worked tirelessly and found the National Association of Environmental Health (NAEHSA) of South Africa. Zingisa currently serves as the President of the NAEHSA and is obliged to ensure that all the constitutional provisions of the organisation is realised and that she builds the organisation with fellow founding. She is a woman with drive and if she sets her mind on something, success if guaranteed.
